No bulbs ship in the box. The sconce takes two G9 base bulbs, one firing up and one down; 5W LED capsules per socket give the warm wash in the photos, and standard US 120V G9 LED bulbs fit the sockets.

Does it shine up and down at the same time?

Yes. The half-cylinder is open at the top and the bottom, so one fixture washes light up the wall and pools it below at once. With warm bulbs the ribbed edge throws soft vertical shadows.

Is it hardwired or plug-in?

It installs hardwired to a standard wall box (AC 90-260V). The metal bracket screws to the wall first, wires connect, and the resin shade clips over it with no visible fixings.

Can I use it outdoors?

No. This is an indoor up down wall light for dry walls; it carries no waterproof rating, so keep it out of showers, uncovered porches and anywhere it would be rained on.
