Usually not, and they are the part of a shelf kit worth replacing before anything goes on the wall. The plastic plug in the box is designed for a masonry wall, and in plasterboard it grips almost nothing.

Why the plugs in the box are the wrong ones
A plastic expansion plug works by being squeezed against solid material as the screw goes in. Brick and concrete provide that; plasterboard does not.
In a hollow wall, the plug either spins in the hole or pulls straight out under load, and it gives very little warning before it does.
Manufacturers include them because they suit the widest range of markets and cost almost nothing, not because they are the best choice for your wall.
The fix costs a few pounds: a pack of metal toggles or expanding metal anchors, chosen for your board thickness.

For a picture ledge holding frames, a pair of metal expanding anchors is comfortably enough, and they suit keyhole hangers because the screw can be left slightly proud.
Board thickness is the specification to check before buying anything. Most modern plasterboard is around half an inch, but older work and ceilings vary, and an anchor designed for a thicker board will not open properly in a thinner one. Drill one hole first, poke a bent wire through and feel for the back face — it takes a minute and it decides which packet to open.

Picture ledge or floating shelf for frames?
A ledge, in almost every case where frames are the point.
Frames lean back against the wall, so what they need is a stop at the front rather than depth. A ledge with a lip does exactly that; a plain floating shelf lets a frame slide forward every time the wall is knocked.
A ledge is also shallower, which suits a hallway or a wall you pass close to.
Where a floating shelf wins is when the wall has to hold objects as well as frames — a plant, a stack of books, a ceramic. A deep flat surface is more versatile; a ledge is better at the one job.
The other advantage of a ledge is that layouts change in seconds. Frames get swapped and shuffled rather than rehung, which is the whole reason to use one.

By weight, more than you would think: the Houseland modules are rated to 5 kg (11 lb) each, and a framed photograph is a few hundred grams.
By looks, far fewer. A ledge packed end to end reads as storage; three or four frames with a gap or two reads as a display.
Overlap them slightly. Frames that touch or overlap read as a group, where evenly spaced ones read as a line-up.
And vary the sizes. Three frames of identical size in a row is a chart; three sizes with a small object between them is an arrangement.
Depth of frame matters too. A chunky box frame leans at a shallower angle than a thin one, so it takes up more of the ledge and sits closer to the front edge. If a collection mixes frame depths, put the deepest ones at the ends where the lip supports them best and keep the thin ones towards the middle.

Getting a ledge level and keeping it there
- Mark both fixings from a masking-tape template lifted off the ledge itself.
- Mark the top of each keyhole slot, since that is where the piece hangs from.
- Fit metal anchors, leaving each screw head slightly proud.
- Hang the ledge empty and check the level along its top edge before loading it.
- Fit two clear bumpers at the bottom corners so it cannot rock or drift.
A ledge shows a tilt more obviously than any other shelf, because the frames on it all lean the same way and exaggerate the angle — marking keyhole slots accurately is what prevents it.
Keep the packaging note from the anchors with the ledge, or write the anchor type on the back of it in pencil. When the piece moves rooms or houses, that one word saves you rediscovering which fixing worked, and it is the sort of thing nobody remembers two years later.
Signs the fixing is not holding
The screw turns freely when you try it by hand. The anchor has failed.
Cracks in the paint above the fixings mean the anchor is rotating in the wall.
The ledge tips forward at the top, which is the fixing pulling out rather than the ledge sagging.

Any of those means take everything off, move across an inch or two, and fit a proper anchor. A bigger screw in the same hole solves nothing, because the hole is what has failed.

Walls that need a different answer
Solid masonry: the plastic plug is finally in its element, but size the drill bit to the plug rather than to the screw.
Dot-and-dab board over masonry: the trickiest, because there is a cavity behind the board and solid wall beyond it. A long screw into the masonry is the strong answer.
Lath and plaster: toggles that open into the void, or a fixing into the studs behind.
Metal studs: anchors rather than wood screws, since a screw into a thin steel section is holding very little.

Whatever the wall, drill one test hole before committing to a position. The dust tells you what you are in: grey grit is masonry, clean white powder is plasterboard, brown fibres are timber, and a sudden loss of resistance means a cavity behind.
What I would do
Bin the plastic plugs, buy metal anchors rated for the board, and use two of them spaced as wide as the hangers allow.
Choose a ledge over a floating shelf wherever frames are the main event, and keep it to three or four frames with a gap rather than filling it.
Then check it the day after loading. Anchors settle as they take load, and day two is when a small problem is still a small problem.
